- W1984210454 abstract "Abstract Indonesia's forest management unit (Kesatuan Pengelolaan Hutan or KPH) system can be a promising mechanism for balancing international and national interests for global carbon mitigation initiatives with local interests in project implementation. We discuss the potential role of the KPH system in implementing REDD+ (Reducing Emission from Deforestation and Forest Degradation) projects and improving decentralized forest governance. Substantial financial gains from international initiatives like REDD+ and others can provide appropriate motivation for the central government to ensure successful decentralization of forest management. Development and implementation of REDD+ activities can also support the KPHs in performing their basic functions: conducting forest inventory, developing and implementing forest management plans, and strengthening communication and coordination with local communities. However, engaging indigenous peoples and local communities, which is a legal mandate for the system, will require building some measure of democratic process that can hold the KPHs accountable to local people. We surveyed KPH officials participating in a MoF training program. Thus, our sample was not randomly selected, and is somewhat biased toward “model” KPHs (25 out of 41 surveyed; there were 30 model KPHs in Indonesia at the time of the survey). Based on Regulation 6/2007 and Regulation 3/2008, there are three categories of KPH, based on forest function: KPHK (Conservation KPH), KPHL (Protection KPH), and KPHP (Production KPH). With 15 in Sumatra; 21 in Kalimantan; 23 in Sulawesi; and 61 in other provinces. Individual KPH budgets vary widely, ranging from Rp. 1.1. million to Rp. 11.5 billion per year in 2012. Most of the KPHs with institutionalized budgets were production KPHs (12). Rp. 89.2 billion to 60 model KPHs (Rp. 64.7 billion for their operation and equipment and Rp. 24.5 billion for the development of forest management plans); Rp. 7.7 billion to MoF for training, developing regulations and coordination of KPHs; Rp. 6.7 billion to district or provincial forestry departments for the establishment of KPHs.
