Unfortunately, such an attitude, especially on the part of the public, has been largely conspicuous by its absence. The public employee in the United States long has occupied a place which perhaps can be best described as being somewhere in the twilight zone of the public consciousness. The transition of the public employee from the status of a routine clerical worker to an individual charged with large responsibilities in the execution of national, state, or local policy has not been followed either by a corresponding change in public viewpoint toward him, or by an adequate change in the conditions surrounding his employment. Expressive of this condition is the constant use of the term government clerk. While generalizations are always dangerous, it seems fair to say that to all save a very few persons who have interested themselves in the subject of public personnel, the Federal employee, for example, is a government clerk. He is a government clerk whether he is actually engaged in distinctively clerical work, or whether he is an administrator, a scientist, a customs official, or a captain of the watch." @default.
