- W1989344904 abstract "Summary Two factors mark the origin, at the turn of the century, of the population problem in Belgium. The first was the differential fertility between the Flemish-speaking and the French-speaking parts of the country, but as long as the latter occupied a dominant economic position, this factor remained more or less latent. The moral attitude of the Roman Catholic Church was the second factor that affected the population problem. It became manifest after the establishment of neo-Malthusian organizations about 1900 in the French-speaking part of Belgium, and some years later in the Flemish-speaking part. Unlike the first factor, the Church's counter-attack dominated the population problem before the Second World War. The present article deals with the rise of Flemish neo-Malthusian organizations, initially as sections of the Dutch Neo-Malthusian League, and in 1912 as an independent Belgian Federation. Most of its leaders were both independents and freethinkers, anarchist or liberal. They were moved not only by social but also by anti-clerical feelings, and this explains their rather isolated position and small membership in a Catholic environment.
