This paper examines the literature dealing with bureaucratic phenomena, identifies the relevant variables, and develops a set of hypotheses. These hypotheses were tested in a set of eighteen public welfare agencies. The findings challenge the idea that large organizations are bureaucratic. They suggest that the size of an organization is not directly related to bureaucratic inflexibility and that large organizations may reduce bureaucratic inflexibility by promoting more professionalization, higher specialization, and reduction of influences of centralization." @default.
