In this new biography of Henry I, Judith Green expertly shows how right Bisson was to be wary of Hollister's emphasis on governmental structures in understanding Henry's rule. While accepting that Henry's period in control of both England and Normandy had ‘profound consequences’ for the kingdom and the duchy, Green argues that Henry I had a ruler's outlook that was thoroughly traditional and reactive rather than innovative and constructive. It was the exercise of old-fashioned power in the context of a rapidly changing society, according to Green, that led to an ‘intensification of administrative activity’ in England and in Normandy. ‘The rise of men who were, in effect, administrators was a social phenomenon’ common to Flanders and to the Île de France as well as to England and to Normandy.
