- W199023218 abstract "A state is a product of its past history and present environ ment. What it was has changed today and may not remain the same tomorrow. In that sense, every state is unique. And yet, the attributes of domestic sovereignty and ex ternal equality have created a universal state. The paper proposes to bring out the unique characteristics of the Arab state in the Gulf region, contends that these characteristics are on the decline and foresees the emergence of a normal state as a consequence. From a long-term perspective, the state is a relatively young institution in human history. The year 1648 which witnessed the signing of the Peace of Westphalia ending the Thirty Years War is widely accepted as marking the birth of the state—a territorial entity with a relatively fixed population and single sovereign government. The process of state-building, however, had started much earlier. What prodded it on were various factors. In the middle ages, as the king began to consolidate his power at the expense of feudal lords and the church, he tactically allied himself with the emerging middle class. The bourgeois middle class that rallied behind the king, in turn, became the chief agent of the broader economic integration of the people and a higher level of social division of labour, thus becoming also the enemy of the feudal economic, political and cultural particularism.2 Market economy, machine industry and long-distance trade lent a helping hand in the movement towards large political entities.
