Sagan draws on psychoanalysis and social evolutionary theory to argue that the development of society parallels that of the individual. In order to evolve, individuals and societies must overcome the anxiety which accompanies the transition from parental/authoritarian control to autonomy/democracy. The failure of the French revolutionaries to resolve this anxiety constructively, argues Sagan, prompted them to regress to the ‘cannibalism’ of ideological terror. Despite its centrality to the book’s thesis, however, the psychoanalytical basis of Citizens and Cannibals is not fully explained until the fifteenth chapter.
