Efforts in remedial engineering should be comprehensive enough to not only eliminate pollution of our coastal waters and estuaries by leaking wells, pipelines and tankers, but also to arrest contamination of surface water and ground water systems. Hydrocarbon conservation programs should ensure that fossil fuels (petroleum, natural gas, and coal) are conserved for uses that cannot be met by other resources. Furthermore, extraction processes employed in the future must be chosen on the basis of reserve-recovery ratios rather than the rapidity of investment returns.
