The approach is based on the single perturbation theory in which the noncentral part of the Coulomb interaction operator is taken as a perturbation. In order to include the perturbing influence of all singly excited configurations of appropriate parity the theory is formulated within the perturbed-function approach. The third-order electron correlation contributions to the transition amplitude are represented by one- and two-particle effective operators.
