- W1998296732 abstract "Abstract This article examines the implications of the ‘new vocationalism’ in education for local authority careers services and their work with ethnic minority clients. The growth in importance of the Careers Service in the youth labour market over the 1980s has enhanced its centrality to equal opportunity issues. From an initial ‘colour blindness’ the service has moved to more of a ‘multicultural’ awareness. However, research has shown that there remains a lack of readiness to tackle employers who infringe the Race Relations Act. Paradoxically, the recognition of the necessity of an anti‐racist rather than a multi‐cultural stance has come at a time when new pressures have been added against anti‐racism: government warnings to careers staff to service the needs of employers, a new market emphasis in the local arrangements for vocational training, and an assault on equal opportunity and anti‐racist action elsewhere in the local authority through the Local Government Act and Education Reform Act. In this context there is a danger that the new difficulties might simply be used as a new rationalisation for passivity, when in fact there would appear to be much that careers officers concerned with equal opportunities can do in their enhanced role with employers, not least because of the fewer numbers of young people available for recruitment." @default.
