The fragment mass distributions, total kinetic energies, and fragment distribution averages and widths are consistent with prompt, low-excitation fission systematics of the actinides. It is argued that fragment configurations, including mass and energy distributions, are determined in the same region of the multidimensional potential surface describing the fission process for both types of fission. Evidence which indicates that this region may begin in the neighborhood of the second barrier is discussed." @default.
