Evidence is not found to support the welfare-magnet hypothesis. Poor people are not moving to states with higher welfare benefits. AFDC benefits are found to have a negative effect on migration at the origin. Wages and unemployment rates have a negative effect at the destination. Migration is towards areas where the wages and unemployment rates are lower. Poor people, when they can move, follow the jobs, even though these jobs are low paying. Female-headed households and households with more children are also found to be less likely to migrate. Households with the fewest resources are those least likely to move." @default.
