This paper considers the criticisms and suggests that the usefulness of neoevolutionism hinges to a large extent on whether such major developments as state emergence are better understood from a transformationalist or gradualist perspective. It is also argued that practitioners of neoevolutionism must acknowledge the importance of specific historical factors in cultural development. A modified neoevolutionist framework, transformationalist in character but also responsive to the cogent arguments of neoevolutionism's critics, is then developed and used to examine several cases of state formation in ethnohistorical and archaeological contexts. The interplay between theory and data demonstrates how the forces of history can be reconciled with those of function and development." @default.
