- W2002156634 abstract "Introduction This paper deals with the origin and development of central government concern for remote ethnic minority peoples in Thailand and Malaysia.1 It discusses the manner in which the Royal Thai Government has approached problems of the socio-economic development and political integration of its 350,000 upland-dwelling minority peoples in the north of the kingdom2 and compares this information with the record of the Federal Government of Malaysia in its relations with its 57,000 aboriginal peoples, the majority of whom live in the remoter areas of the country's interior, in what is known as the ulu (literally meaning at the headwaters of the rivers). The paper begins with an ethnographic introduction to the two sets of peoples, classifying them primarily according to linguistic and ecological criteria. There follows a historical summary of the respective governments' approach to their minority populations. Thailand has adopted a multi-dimensional approach with numerous government and semi-government agencies interesting themselves in the affairs of the hill folk. By contrast, Malaysia ? inheriting an organizational structure created by the British ? has a single all encompassing Department of Aboriginal Affairs.
