The data points used are the traditional U.K. universities. The estimates are used to provide measures of economies of scale and of scope (synergy). The efficiency measures that emerge from the frontier estimation model are compared with those obtained by data envelopment analysis. Using a heuristic method based on tabu-search, information about the cost function and the outputs associated with each organization is then used to evaluate the systemic cost minimizing structure of the industry. Given the system-wide vector of outputs, this involves establishing the output vector that should be associated with each producer. It is found that the optimal system is one in which producers are heterogeneous, and that greater concentration in the provision of science tuition than is currently observed would serve to reduce system-wide costs." @default.
