- W2002990115 abstract "In some developing countries of the Third World, the top national priority is intensive recruitment of external technical industries in order to improve the country's standard of living. This effort has suffered somewhat, however, because of the lack of skilled workers in sufficient number to meet demand. Consequently, these nations have turned to their educational systems and sometimes outside expertise to train workers in sufficient quantity and quality as expeditiously as possible. One major but fairly common problem in this quest has been high illiteracy rates among the populace and few, if any, effective programs to ameliorate illiteracy. This article represents an effort to address both the problems of illiteracy and the counseling requirements of the national educational programs in a concerted manner. It presents a model that embodies the unique combination of multicultural counseling and learning skills development. Career counseling refers to services and activities provided to assist students to help themselves gain self-understanding, evaluate interests and abilities, and determine objectives. Career which is vital to this process, seems to enhance the relationship between work, and society. It strengthens the development of individuals.'
