On this basis, the Ministry of Health, Labour, and Welfare promotes preventive measures against rubella infection throughout the entire society, with a target to eliminate rubella by 2020. Although immunisation against rubella among susceptible individuals is the most important strategy, the implementation of mass vaccination in Japan has faced various challenges. Furthermore, it can be difficult to motivate adults to be vaccinated, particularly when there is no outbreak. Therefore, in addition to routine immunisation programmes, it is crucial to use serosurveillance to identify susceptible groups for targeted communication, to promote screening tests for antibody to identify individuals for selective vaccination, and, at the society level, to encourage a strong engagement of all stakeholders including employers’ associations to support the national plan.
