- W2004085536 abstract "The Fundamental Law on Education provided the foundations for Japan's education system for some 60 years from the end of World War II until the Law's amendment in December 2006. The Law had functioned as a charter underpinning the Japanese approach to education and was considered inseparable from the Constitution of Japan itself. The 2006 revisions, which took place in the context of moves toward constitutional amendment, thus threatened to shake the postwar constitutional spirit to its very core. The amended Fundamental Law on Education includes new educational principles popularly described in terms such as ‘morality’ and ‘patriotism’ (a term which also includes ‘nationalism’ within its meaning). These additions were clearly informed by a desire to instill in students a stronger sense of morals and public duty—concepts that proponents of the amendment assumed had been diluted under postwar democracy—and the aim of actively affirming aspects of Japan's history and traditions that had previously been denied by the postwar Allied Occupation Forces. It would not be difficult to interpret this as a step toward revival of the ideas in the former Imperial Rescript on Education, which elevated virtue and loyalty as the quintessence of the national polity and the fountainhead of educational practice. At the very least, the conservative orientation expressed by the amendment together with the obligatory use of the kimigayo anthem and raising of the hinomaru rising sun flag in schools have opened up possibilities for education to be employed for the purpose of bolstering exclusivist nationalism in Japan. There is genuine concern that this may significantly undermine the efforts of those who set out to reform Japan's education system immediately after World War II, in the hope of building a truly independent nation, cultivating human resources and creating culture in an autonomous and self-regulating manner." @default.
