Congressional debate on the measure provoked a spate of articles announcing a dramatic development to the public: party battle lines on the tariff had been shattered. In the voting on a key motion in the House debate, over one third of the Republican membership turned its back on such high duty landmarks as the Dingley Tariff of the McKinley Administration and the Hawley-Smoot Act of 1930, while many Democrats forsook the sacred teachings of such party immortals as John C. Calhoun, Woodrow Wilson, and Cordell Hull. To an electorate weary of the vagaries of party voting in the Congress, one more historic political verity has been exploded. Explanations have been offered to account for major party shifts on the basic issue of the tariff, such as the rapid industrialization of the South and the effect of the President's quest to reshape the essential tenets of his party, but in general these appear to be largely horseback opinions which only partially explain the phenomenon. Certainly this party realignment has not sprung full blown from the political process as some commenters would imply; it seeds undoubtedly lie buried in the configuration of forces underlying the legislative process so often befogged in the course of Congressional debate. It is the purpose of this paper to examine Congressional voting behavior and pressure group activities for possible clues to the tariff vote lineup. In particular, it will attempt to identify the groups which are straying from the party fold and to examine some of the major factors accounting for this deviance." @default.
