- W2006150295 abstract "As of January 2004, medical transport services are required to notify the public of an upcoming site survey by the Commission on Accreditation of Medical Transport Systems (CAMTS). This policy was adopted recently to involve patients and patient advocacy groups, community members, and facility staff and provide site surveyors with information about the medical transport service pertinent to compliance with the accreditation standards. The following guidelines apply:•The medical transport service must notify the public at least 30 days before the site visit, and notices must remain until the site visit is completed.•Notices must be placed at all physical locations, including the main base and satellite bases. CAMTS will provide the program with a sample public notice form.•The medical transport service also must take reasonable steps to reach members of the community through classified advertisements in a local newspaper, public service announcements, postings on the program's Web site, etc.The public notice form tells persons how to request an interview with the site surveyors. A written request must be sent directly to CAMTS no later than 5 days before a site visit. If a person makes the request to the medical transport service, this request must be forwarded to the CAMTS office. The written request must indicate the nature of the information to be provided. The CAMTS office will contact the person(s) requesting an interview and schedule the interview(s) with minimal disruption to the site survey schedule. Persons who wish to remain anonymous are instructed to send written comments through the CAMTS office. The surveyors, without the presence of program personnel, conduct interviews within a certain time frame. The program will provide reasonable accommodations for the interviews. These interviews are not a debate, but the surveyors may ask clarifying questions. The surveyors also do not offer any conclusions, such as whether the program will achieve accreditation; they merely gather the information for the CAMTS board.Information gathered during the interviews will be evaluated for relevance to the accreditation standards by the board of directors. Complaints also will be considered according to the frame of reference. For example, a patient may complain about being restrained during transport, not understanding that the action was a safety measure designed to prevent injury during turbulence or driving over rough roads. Although these interviews may elicit the occasional neighbor who is upset about a noisy helicopter, the process is designed to reach out to those who have experiences with the program to provide CAMTS with a greater understanding of how the service actually follows the policies and procedures they present for accreditation.Compliance with the public notification policy is required, and site surveyors will indicate whether the program has complied with the policy during the closing conference of the site survey.
