A new approach based on linear programming is taken to the problem. Optimal solution of the linear program always exists and can be implemented as a time-division scheduling, which is optimal under the same transmitting scheme. By analysis and Monte Carlo simulation, several properties of the optimal solution and the practicability of this scheduling are shown. Performances of different transmitting schemes under this scheduling are also analyzed and compared.
