- W2010023346 abstract "THE COLLAPSE OF THE SOVIET UNION 10 years ago brought the level of environmental degradation that had occurred during this period to the attention of the international community. The impact of central planning, impotent environmental legislation, the predominance of production targets and the valuing of land at zero cost culminated in many well documented large-scale ecological disasters, notably the desertification of the Aral Sea,' Cherobyl2 and the pollution of Lake Baikal,3 to name but a few. More insidious, yet potentially more detrimental to the health and prosperity of local communities, was the pollution generated through the large-scale industrial and manufacturing activity that distinguished the Soviet Union and its economy.4 Now privatised, these enterprises face economic difficulties including barter, wage arrears and a wholesale collapse in demand for manufacturing output.5 These problems have arisen from policies6 used to enact ownership transfer and a systemic shift towards a market-based economy. This article attempts to provide further insight into the impact of economic transition in Russia on pollution control at the federal, regional and enterprise level. In so doing, it utilises Peterson's pollution intensification contention.7 This means that whilst overall levels of pollution may have declined (as a result of collapsing output from manufacturing enterprises), pollution per unit of production will increase. To date two sets of federal statistics, comparing manufacturing output against toxic emissions, have been presented in the literature. Shaw & Oldfield8 and Zamparutti & Gillespie9 have provided evidence in support of this phenomenon. They have, however, relied solely on the analysis of federal statistics, comparing manufacturing output against toxic emissions from enterprises. This article will first summarise these federal data and then compare them with statistical data collected in Nizhny Novgorod and Chelyabinsk oblasti during 1998. This is undertaken in an attempt to establish greater validity of pollution intensification than is indicated by federal analysis alone. In addition the article also presents interview data with managers of individual manufacturing enterprises in both Nizhny Novgorod and Chelyabinsk oblasti, and data collected from the regional ecological committees in each region.
