Wenig untersucht ist jedoch, wie die Übersetzung alter Wohlfahrtsstaatstypen in neue Politiken funktioniert hat. Eine zentrale These der klassischen Wohlfahrtsstaatsforschung ist, dass das Eigeninteresse der Mittelschicht eine entscheidende Rolle bei der Ausprägung der verschiedenen Typen von Wohlfahrtsstaaten gespielt hat. Dieser Artikel untersucht die Haltung der Mittelschicht zur aktivierenden Arbeitsmarktpolitik, um die Gültigkeit der so genannten “Mittelschicht-These“ zu überprüfen. Eine Analyse von Daten aus dem European Value Survey zeigt, dass die Einstellungen der Mittelschicht nicht von Eigeninteressen geleitet, sondern Ergebnis einer dynamischen Entwicklung von Politiken und Sozialstrukturen im jeweiligen wohlfahrtsstaatlichen Arrangement sind. Still, it is unclear how the ‘old’ types of welfare policy have translated into ‘new’ ones. A central thesis of welfare-state research concerns the influence of the middle class. This article investigates the attitudes of the middle class towards an activating kind of unemployment policy in order to test the validity of the ‘middle class hypothesis’. Data from the European Value Survey show that attitudes are not related to interest.
