There are approximately twenty labels attached to the 338 units of the Park system, ranging from Battlefield and Historic Site to Park and Wild and Scenic River.' None is capable of conveying the rich diversity of most areas. National Park, for example, evokes images of Yellowstone, Grand Canyon, Yosemite, and Mount Rainier that focus on the scenic splendors of these not on their hundreds of historic structures and prehistoric sites. Conversely, when a unit is designated as a National Historical Park, historic buildings and scenes come to mind, not the variety of resources that areas such as San Juan Island Historical Park or Cumberland Gap Historical Park may contain. Within the Park Service, an informal grouping of the system's units into natural, cultural, and recreational areas exists, following the formal management categories in effect between 1964 and 1977. Inclusion of a particular area in one of these categories reflects perceptions about its primary mandate and characteristics. In the Pacific Northwest, for example, Olympic, Mount Rainier, and Crater Lake Parks are considered to be natural areas, established by Congress to protect outstanding resources.
