Abstract The present calculations of the ionization structure of 10,000 K gas in the galactic halo that is photoionized by the extragalactic background uses the best available estimates of rate coefficients for photoabsorption, dielectronic recombination, and charge transfer. It is noted that models in which the 10,000 K gas takes the form of clouds embedded in a hotter phase cannot produce the C(3+) and Si(3+) quantities observed in the halo with IUE. Reasonable agreement is obtained by those models in which the warm gas has a low density, a large filling factor, and a large scale height, as in the case of cool, cosmic ray-driven winds. Attention is given to the ionization structure of a halo bathed in an isotropic flux of 50 eV photons generated by the decay of massive neutrinos, which may provide the mass required by a gravitational binding of the Galaxy. Given this, the heavy neutrino decay time is constrained in a range near 10 to the 24th sec.
