Such a paper has inherent risks. In the words of Lawrence Moore (1960), “A pure theory of social change independent of some specification of what is changing would be either impossible to formulate or empitically uninteresting.” It does seem to me, however, that artisans of successful program planning are sensitive to contextual concerns easily overlooked by technical resource people, and utilize tactics which greatly enhance the potential for program adoption. The essay can be read, then, as a speculative paper based on juxtaposition of my observations and supporting literature.
