Regrettably, many of these agencies possessed and expounded a racist, paternalistic ideology which viewed blacks as a problem. Blacks were seen as a people of naturally inferior ability and morals who needed special aid in order to survive in a foreign, white, and competitive society. These agencies believed their approach to providing desperately needed services for indigent blacks was beneficial. However, this was not the case because these agencies favored" @default.
