Sheaffer is cofounder and chairman of Sheaffer International, LLC. He is a nationally recognized expert in floodplain management and wastewater recycling. His 1960 report entitled Flood Proofing: An Element in a Flood Damage Reduction Program introduced this topic into floodplain management. He contributed substantial language to the Federal Water Pollution Control Act of 1972 and helped write the Clean Water Act of 1977. He coauthored the books Future Water, Urban Storm Drainage Management, and Whatever Happened to Eden? and has written numerous research reports and articles in fields of floodplain management and wastewater reclamation and reuse. He was the first recipient of The John R. Sheaf fer Award for Excellence in Floodproofing established by the Association of State Floodplain Managers (ASFPM) in 1993. He is also the recipient of the Department of the Army's Decoration for Exceptional Civilian Service in 1972 and the Life Time Environmental Achievement Award in 1995, from his home town. Sheaffer serves on the National Review Committee for Floodplain Management, the ASFPM Foundation Board of Directors and chairs the Environmental Commission of DuPage County, Illinois. He holds an M.S. and a Ph.D. from the University of Chicago. J. David Mullan is regional manager at Sheaffer International, LLC (SIL), with more than 25 years of experience in the water resource and economic development fields. His experience ranges from management of international development projects in Poland and Hungary, to consultation with the Economic Development Commission of the City of Chicago. Mullan is coauthor of numerous research and planning reports in the field, including, Evaluation of the Economic, Social and Environmental Effects of Floodplain Regulations, FEMA (1981); Cities Under Water, University of Colorado (1986); and Salt Creek Greenway Feasibility Study, Illinois Department of Conservation (1992). He is a graduate of Michigan State University with a B.A. in Economics and an M.S. in Agricultural Economics and Resource Development. Nathan B. Hinch is a research assistant at Sheaffer International, LLC, with experience in water quality monitoring, management, and permitting for Sheaffer International's patented wastewater reclamation and reuse technology. He coauthored the paper Changes in Floodplain Management Policies: An Overview, presented at the 25th Annual Conference of the Association of State Floodplain Managers (2001).
