- W2015703859 abstract "A MERICAN state constitutions recognize three main classes of governmental powers-legislative, executive, and judicial-and provide for three corresponding distinct departments of government. There is, however, no clear definition of these powers, and, as Madison pointed out in Federalist papers, early state constitutions did not establish a complete separation of powers; nor have later changes in state constitutions secured this result. The constitutions contain more specific provisions as to organization and powers of executive department, which exhibit some common features, but also show considerable variation both in early constitutions and in their later development. Three fourths of state constitutions vest supreme executive or chief executive in a governor. Most of others follow language of Constitution of United States, and vest the executive in governor. But in all cases state constitutions provide for other executive officials independent of governor, and about half of state constitutions expressly include such other officials in executive department. These provisions, with variations in specific powers conferred and judicial interpretations of constitutional provisions, have served to divide executive power in state governments, in comparison with concentrated authority of President of United States. At same time governor is considered head of executive department, and in recent years his position and authority have become distinctly more important.
