- W2016296886 abstract "In the wake of events in 2010 such as the natural gas explosion in San Bruno, California and the crude oil spill in the Kalamazoo River, Michigan, the U.S. Department of Transportation (USDOT) is considering tougher regulations for pipeline safety. Even prior to these landmark events, pipeline companies have faced many challenges with respect to assuring pipeline integrity, operations and maintenance (O&M), and adhering to pipeline safety rules. Some of these challenges include meeting competing regulatory deadlines. Many federal, state and local authorities regulate pipeline operations and maintenance. USDOT pipeline repair requirements, for example, may conflict with permitting required by the U.S. Army Corps of Engineers or other regulatory authorities. In 2011 and beyond, companies will face obstacles including: (1) maintaining public confidence in their safety and integrity management programs, and (2) maintaining regulator confidence in their abilities to improve their operations and maintenance to reduce future risks of leaks or spills. Companies will need to navigate more regulation at the same time they improve their integrity management programs. In this paper, the authors discuss the challenges crude oil pipeline companies face in complying with existing regulations and potential approaches for meeting those requirements. The authors reference case studies comprising approaches (online tools) to managing increasing amounts of integrity management data, improving and streamlining permitting processes, and planning longer term approaches to safety and compliance. The authors provide examples of methods to coordinate multiple agency permitting requirements at the federal, state, and local levels. The authors include approaches to improving relationships with regulators. Finally, we include examples of long-term benefits associated with well-coordinated strategies to regulatory compliance and pipeline safety." @default.
