However, it contains new results to allow for the government's compensation programme for pensioners and others affected by VAT on domestic fuels. The research draws on the work of Cambridge Econometrics in contributing to the development of MDM as an energy–environment–economy model. It should be noted that the scenarios described in the paper were modelled using MDM88, based on 1985 prices and the 1985 input–output tables. The assumptions and economic forecasts underlying the scenarios are close to those presented in the May 1993 issue of Industry and the British Economy. This paper relies on research funded by the ESRC under its Global Environmental Change Programme (project 1.320253107. Greenhouse Gas Abatement through Fiscal Policy) and support by Cambridge Econometrics Limited. The authors also wish to thank Nick Johnstone. Chris Hope and an anonymous referee for comments on earlier versions of the paper.
