- W2016448314 abstract "A descriptive review of various population policy strategies ranging from do nothing to use inescapable force contends that the potential efficacy of persuasive communication for inducing changes in family planning behavior have been underestimated. Six basic types of fertility programs are identified: 1) nonintervention 2) provision of information and supplies 3) persuasion 4) positive incentives 5) negative incentives and 6) inescapable force. The 2 most widely employed strategies are persuasion and positive incentives; the other methods are usually dismissed by policymakers as either ethically unacceptable ineffective or unfeasible. However there is increasing disillusionment with communication and persuasion among family planning practitioners and a growing willingness to consider situation-altering b ehavioristic strategies. This latter estimation is challenged by describing recent advances in attitude theory and measurement that may provide a useful set of guidelines for family planning communication programs. Nonetheless it is conceded that birth control communication programs may be ineffective in traditional societies until major social changes induced by universal education improved transportation and comm unication facilities increased agricultural and industrial output have broken the hard layer of custom." @default.
