- W2016456070 abstract "As a public service infrastructure, e-government should be a facility for promoting social equality. In recent years, the number of migrant farmer workers in China has been increasing to a degree that shouldn't be ignored as a special vulnerable group in society. In order to understand their behavior with respect to using e-government services, factors influencing the transformation of potential users of e-government services to actual users must be known. These will provide policy makers with information on how to develop suitable e-government services suitable for this category of users. This study adopts a questionnaire survey method to investigate Chinese migrant workers' information needs, level of access to Internet, and use of government websites. The results show that income; information literacy; friends' influence; chances for retrieving government websites through search engines; and the availability of a special service column for migrant farmer workers on government websites; are all influential factors for their use of e-government services. Finally, the policy implications of these findings are discussed." @default.
