Between 1968 and 1970, the U.S. Supreme Court significantly altered three long-standing policies by banning morality tests and residency tests in Aid to Families with Dependent Children (AFDC) and by granting AFDC beneficiaries important protections against worker discretion. In this article, I briefly describe the litigation campaign that instigated these Court reforms. I then explore the durability of the precedents over the ensuing conservative period. Finally, I describe a close relationship between the pre-Court history of the three policy issues and the durability of the Court reforms." @default.
