In this paper we study interac- tions between such agents, and we propose a semantics of spee ch acts unifying various aspects that are generally handled separately by existing semantic s: the intentional aspect, describ- ing why an agent performs a given speech act; the public aspec t, describing what the agent expresses with this act, independently of his private menta l attitudes; and the institutional as- pect, describing the direct effects of this act on the agents ' rights and duties.
