- W2019933798 abstract "In the 1960's it was common to view the spatial organization of the American economy in terms of a heartland-hinterland relationship. A decade later another spatial paradigm had come to the fore: the hierarchical diffusion model. The two were consistent with one another because most of the nation's largest cities were located in the heartland. These areas could then be viewed as the major source of development-inducing innovations for the entire national economy. Regional population and employment changes during the 1970's indicate that conventional ways of viewing the nation's spatial dynamics are no longer adequate. The primary cause of increasing employment in the non-metropolitan South (and West) has been the expansion of existing firms and the birth of new firms rather than the kind of process (relocation of industry to lower-wage areas) implied in the hierarchical diffusion model. Large-scale efforts to deal with development problems in non-metropolitan areas (such as the Appalachian Regional Commission and the Economic Development Administration) have been based primarily on legislation passed in 1965. In addition to these efforts, there are a host of other Federal government programs related to non-metropolitan development. These tend to be not only complicated but also compartmentalized and competitive.
