Harnessing the knowledge and resources of local communities to the safeguarding project recognises the expertise and capacity for achieving change within communities, offers opportunities for early intervention, and can reduce the suspicion and defensiveness frequently evoked by professional intervention in family life. Such approaches also acknowledge that child abuse often spills beyond the confi nes of the family to impact on the well-being of the whole community. The violent attack on two children in Edlington, England, by two brothers who had been exposed to a range of maltreatment in their family provides a distressing picture of this process at work (Walker and Wainwright, 2010). In addition to the physical and psychological injuries to the victims, media reports (Norfolk, 2009) have provided evidence of the harm the boys had infl icted on other members of the local community, including neighbours, over a period of years. However, the concept of community is complex and contested. Communities are not easily defi ned and are not always cohesive or caring. Where they are cohesive, they may not be tolerant of difference. Social bonds can be undermined by poverty, longterm unemployment, poor-quality housing and public services or neglected environments (Jack, 2004). Do communities want to own the task of protecting children or, is the distress and disorder evoked by child abuse something that communities require professionals to manage on their behalf ? Programmes that aim to engage parents in the task of protecting children from sexual abuse can encounter both reluctance and resistance from families. Which groups within the community will take on this responsibility? Is it possible to engage men in developing protective strategies or is such activity always assigned to women?
