Over a two-year period, 1992 to 1994, the State of Illinois attempted to shift the priority for planning and coordinating services for seriously mentally ill adults to networks of community-based agencies. That little was accomplished reflects the state's failure to design and put in place structural incentives that would induce cooperation with the state's purposes on the part of community agencies. Efforts to achieve the goals of reform through moral suasion and threats failed to overcome incentive problems. Public management theory has developed to the point that it is feasible to conduct the kinds of analyses that will forestall such failures." @default.
