In this model, fireballs are created inside the plasma via two-gluon fusion and decay outside. We assume thermal equilibrium among all plasma constituents but chemical equilibrium among the light quarks only. As an illustration, the model is applied to central ArKCl collisions at 12 GeV/nucleon.
