The Dynamics of Coercion , a RAND study conducted by Daniel Byman and Matthew Waxman, looks beyond these experiences and asks generally why the vast superiority of US military power since the end of the Cold War has not consistently led to successful foreign policy. Specifically, Byman and Waxman attempt to explain why some US coercive efforts succeed and some do not. They show how the US style of coercion can inadvertently promote opportunities and incentives for counter-coercion by adversaries who cleverly exploit US vulnerabilities.Byman and Waxman define coercion as “the use of threatened force, and at times the limited use of actual force to back up the threat, to induce an adversary to change its behavior” (p. 1). Thus what is central to coercion is achieving external influence through the threat of military might rather than the actual application of brute force. The mechanisms of coercion that Byman and Waxman discuss include (1) power base erosion, reducing key support for a regime; (2) unrest, creating dissatisfaction with a regime; (3) decapitation, jeopardizing leadership security; (4) weakening, debilitating a country as a whole; and (5) denial, preventing battlefield success (p. 50).
