An invitation to us to comment on these papers and to indicate any further development in our own thinking was also made, and has led us to the presentation that follows. At the outset we state that there has been no change in our basic position, only a strengthening of it. Where we initially (as early as 1972) spoke with some hesitancy, we now speak with greater conviction. As Cronbach (1976) has said, This year's papers ... state positions more precisely and so carry the tension to a more illuminating level. Indeed we would argue that the general lack of precision in earlier papers was the major cause of confusion, so that the debate did not clarify issues materially, and further, that meaningful progress will be made only when rigorously formulated positions are stated. To provide a setting for our presentation, it will be useful to describe the background in application that motivates some of our remarks. In May 1974 the American Psychological Association (APA) Committee on Psychological Tests and Assessments issued a draft recommendation for a replacement of a portion of the Equal Employment Opportunity Commission Guidelines on Employee Selection Procedures (Williams, 1974).
