Thirty-six years ago, Street, then a counselor at University of Mississippi, met with a frustrated young man who was three semesters into a civil engineering program. Like many young men of those early years of space race, he had been urged to go into engineering--almost as a patriotic duty. In this case, however, it wasn't a good choice. Street gave young man a battery of tests. Reviewing results, he said to student, You ought to be a banker. Little did he know then that Howard L. McMillan, Jr., would one day be not only president of state's largest bank holding company, president of American Bankers Association. Looking at man now, however, odds are a stranger would have a good chance of guessing his occupation. Someone once observed that Howard McMillan looks like a person chosen from Central Casting to play part of a bank president. Trim, distinguished looking, an impeccable dresser who always looks neat despite heat and humidity of his native Mississippi, he could also pass for an ambassador to a foreign country. His southern manners would suit him well for such a role, as would his ability to speak with almost anyone, from security guards to board members to a woman and her daughter who just opened an account at Deposit Guaranty National Bank, where McMillan is president and chief operating officer. A close friend describes him as the classic people person. In a way, Howard McMillan, 56, will be an ambassador during next 12 months. Beginning at ABA Annual Convention in New York this month, where he will officially become 109th president of American Bankers Association, McMillan will represent banking in halls of Congress, in regulatory offices, at International Monetary Conference, and among bankers. By all accounts it would be difficult to find a candidate better positioned by background to represent diverse industry known as banking. On one hand, McMillan knows community banking well. Deposit Guaranty was a $150 million-assets bank when McMillan joined it in 1960. His formative years in banking, he says, were further shaped by his experience as a correspondent calling officer. On other hand, at $5 billion in assets, Deposit Guaranty Corp. is a sophisticated regional bank, as evidenced by its mortgage banking and investments subsidiaries, and a prowess with derivatives belying its size. McMillan hopes to use his broad base of experience to help strengthen and increase cooperative spirit among The reduction of infighting over past two years, for which McMillan gives to his two immediate predecessors as ABA president--Daniel Smith and William Brandon--is one reason why industry has had such success in Washington this year, he believes. As important as 1994 banking legislation is for industry, however, there is much work left to be done, says McMillan. New products and services legislation is still badly needed, for example. Utilities we're not The single biggest issue that McMillan sees facing industry now is excessive regulation and manipulation of banking. This has been spawned by attitude in Congress, media, and elsewhere that banks are virtual utilities that can and should be used as instruments for social change. Certainly we need regulations regarding safety and soundness, says McMillan, but trying to micromanage banks will, over long haul, be detrimental to economic growth of this country and to banking industry. I think a good example of this could be seen in late '80s and early '90s when regulators were bearing down so hard on banks.
