Die Übertragung dieses sozialen Sicherungsmodells auf die neuen Länder bei gleichzeitiger Anerkennung von in der DDR erworbenen Ansprüchen stellt erhebliche Anforderungen an die Organisation und die Finanzierung. In beiden Fällen war Unterstützung von den Trägern aus dem Westen notwendig. Die aufzubringenden Mittel erhöhen den Finanzierungsdruck in den alten Bundesländern und bedeuten einen Anpassungsdruck hinsichtlich Organisation und Leistungen der sozialen Sicherung. Die Chance, im Zuge der Vereinigung Veränderungen im System der sozialen Sicherung durch Übernahme von Strukturelementen des ostdeutschen Systems durchzuführen, z. B. Pflichtversicherung, Einheitsversicherungselemente, stärkere Integration von stationärer und ambulanter Behandlung durch Errichtung von Ambulatorien, wurde nicht genutzt. Abstract The Convergence Process in the Area of Social Security — 10 Years After Monetary, Economic and Social Union Between the Two German States The former GDR offered its citizens basic social insurance cover within a unitary system. Government also exerted an influence on income distribution through the control it exerted over wage determination and on the distribution of goods through its price policy. In West Germany social security was conceived primarily as a means of maintaining the living standards of those unable to work, taking the form of monetary transfers within the framework of a diversified social insurance system. The various tiers of government provided supplementary need-oriented social security. Transferring this model of social security to East Germany, while at the same time recognising the entitlements earned in the GDR, placed a significant strain in both organisational and financial terms. In both respects support from west German social security funds was required. The resources required increased further the financial pressure on social security systems in West Germany and have exerted a pressure for changes in both social security organisation and benefits. Germany did not take advantage of the opportunity that German unification opened up to reform the social security system by introducing structural elements of the east German system — such as compulsory insurance, a unitary insurance scheme, or greater integration of in and out-patient treatment by setting up out-patient clinics." @default.
