- W2029350397 abstract "This paper describes the authors perception of how an operational pavement management system (pms) might look in the years approaching the end of the decade. It is based upon conditions existing in New South Wales (NSW) Australia, however, the pms components described are generally considered equally relevant to any Australian state road authority (sra). This paper is presented in the form of an essay, relating conditions as they would be perceived at that time. The system can be seen to be far sighted and comprehensive in its methods for data collection, data marshalling, the generation of decision aids to works programming and performance review. Such a pms allows the road authority to cope with reduced funding, a maturing road system and a higher level of accountability required by government. The major components of the pms adopted include an advanced road operations and data location system based on link-node formulation, annual pavement condition surveys, a mechanised traffic data logging system, a linear programming works optimisation system and a system of managerial review of proposed programs and works previously undertaken. The components are described in general and pertinent references provided for further detailed study. It is concluded that these techniques of management are available in 1984 for progressive implementation. A state road authority in Australia could expect substantial benefits from the introduction of components of the pms in 1 to 3 years, full benefits in 3 to 5 years and fine tuning to proceed over the period from 5 to 8 years. The cost of operating the system is offset by efficiency and effectiveness gains in the works programming area as well as peripheral management units gaining from the utilisation of an easily accessed data bank system. A pms is currently under study by the New South Wales Department of Main Roads. The system described by the authors is aligned with the direction of current preliminary studies and consists of the authors' perception of how that system will be operating towards the end of the decade.
