The seemingly doddering old fool is holding forth on some topic or other in the Oval Office, boring his advisers who, one by one, fall asleep. Once they are out cold, he grabs the telephone on his desk and begins speaking several languages to various world leaders, barking out detailed and nuanced pronouncements on everything from the throw-weight of missiles to the exchange rate of world currencies. Who knew that beneath the façade of the “amiable dunce” (in Tip O'Neill's biting put down), lurked a Master of the Universe or, as James Mann described a later group of officials, a “Vulcan”? Ronald Reagan has always been something of a Rorschach blot for biographers, a mysterious symbol onto which they impose a subjective reality. Edmund Morris, the president's authorized biographer, found the man so impossible to fathom he ended up writing an admittedly fictional account of his life (Dutch: A Memoir of Ronald Reagan, 1999). Journalists such as Lou Cannon (President Reagan: The Role of a Lifetime, 1991) and Haynes Johnson (Sleepwalking Through History: America in the Reagan Years, 1991) have described the man as something of a shape shifter who kept his distance from nearly everyone. More recently, acolytes, including Kiron Skinner (Reagan in His Own Hand, 2001) professed that Reagan was something of a latter day John Locke or James Madison when they discovered he personally composed the radio scripts he frequently delivered in the late 1970s. To other observers, such as me, these handwritten homilies about American life more closely resemble Paul Harvey radio commentaries than the Federalist Papers.
