- W2031879060 abstract "Abstract This paper explores the relationship between understanding the trigger events which result in emergencies and crises and the capability of organisations to respond to such events. Traditional exercises are often expensive and fail to deliver value to an organisation; they take people through the steps but do not challenge the underlying assumptions and cultural values. Using information gathered from over 21 years of experience, including running some of the world's largest commercial exercises, the author analyses techniques for using exercises as a basis of establishing risk management as a proactive element of mitigation within an organisation. The establishment of effective programmes for exercising crisis and emergency response can deliver valuable insights into the culture and capability of an organisation. By researching the underlying factors, presenting information in realistic scenarios and ensuring the balance of opportunity and vulnerability is explored; exercises can deliver both experiential learning to participants as well as independent feedback to managers on the status of the organisation. It suggests an approach to training and exercises that can result in a marked improvement in the ability of an organization to reduce its risk profile. Introduction Many companies conduct regular exercises and tests in order to check or develop their emergency, crisis and business continuity plans. They often concentrate on the event i.e. the fire, the spillage, the explosion etc and examine how the response arrangements deal with responding to and handling the subsequent disruption. Most fail to explore the full extent of lessons to be learned by properly researching the initiation events or though avoiding accurate reconstruction techniques to understand the true impacts and consequences on people, the environment or the business. There are always lessons learned but how valuable these are and to what extend the organization has benefited from the exercise can often be questionable. Studies into accidents and emergencies indicate that a range of factors have contributed to the event. These factors combine to create a set of circumstances that not only contribute to creating the incident or event but act as escalation factors or drivers to the incident.
