After digesting his comprehensive review of progress in the area of understanding people's health-related behavior, many questions remain as to what factors have impeded pro gress toward the application ofthese theories for planned change of nutritional behavior and what approaches might fruitfully guide us forward in this area. This paper is an effort to build upon the foundation which has been laid by Hochbaum: to challenge some of the prevailing assumptions and methods used in nutrition education practice and research, to offer alternative viewpoints for studying and in tervening in certain nutrition behaviors, and to extend the dis cussion of programmatic and methodological issues which have limited the application of existing theories and data in research and the practice of nutrition education. NUTRITION EDUCATION Hochbaum amply demonstrates that the major thrusts of nutri tion research to date have had relatively little effect on nutrition education and the pursuit of its goal of changing the public's eating habits. This broad goal-although undeniably commendable-presents a formidable task for nutrition educa tors, especially in light of the limited resources available and the increasing need to document cost-effectiveness in all professional health-related endeavors. Nutrition has long been recognized as important in promoting normal human growth and development, and nutrition educa tion has historically addressed the task of preventing or revers ing general and specific nutritional deficiencies. In recent years, nutrition has assumed an increasingly important role in the management of chronic conditions and risk factor reduction in cardiovascular diseases. Today, most efforts to change dietary behavior in the United States address problems of over-con sumption of the wrong foods. The aim is toward reducing intake of certain kinds of foods (e.g., high fat, salt, and sugar foods) and redistributing the proportions of food consumed to include more wholesome and less refined foods (I). Nutrition educators would be well advised to concentrate on primary and secondary prevention of recognized major health threats in their efforts to apply available strategies and demon strate a measurable level of effectiveness. Eventually, this should result in more favorable allocation of resources for nutrition education, thus facilitating the pursuit of the broadly avowed goal of better eating habits for the public." @default.
