Dabei steht die Ausgestaltung der gesetzlichen Rentenversicherung im Zentrum, mit Renten als Lohnersatzleistung und einem Niveau, das zumindest für langfristig Vollzeitbeschäftigte die bedürftigkeitsgeprüfte Grundsicherung übersteigt. Dies würde bei gleichem Leistungsniveau die gesamten Vorsorgeaufwendungen für das Alter im Vergleich zur jetzigen Situation nicht etwa erhöhen, die Gefahr künftiger Altersarmut mindern und eine Transformation der gesetzlichen Rentenversicherung zu einer “Basissicherung“ verhindern. <italic>Elements and Perspectives of a Re-designed and Comprehensive Old-age Security Policy</italic> The policy that aims to provide security for people in their old age needs a life cycle perspective and should take into consideration not only pension schemes and taxation, but also health and long term-care insurance because these are highly important for living conditions in old age. In this paper some important effects of recent political decisions are discussed. It is argued that a redesign of pension policy is necessary if several negative economic effects are to be avoided. The core element is a re-thinking of the objectives and instruments of state pension schemes. Here pensions should be higher than the means-tested transfer payments for elderly or disabled persons at least for those who are insured on a full-time working basis for many years of coverage. This will, however, not increase total contributions for old-age security compared to the present political strategy in Germany. It will reduce poverty in old age in the future, and it will not transform othe state pension scheme towards a pure ‘basic pension’." @default.
