Positioned in the heart of south Mississippi's rolling piney woods, Hattiesburg provides a unique blend of affordability and a high standard of living for nearly 50,000 residents. Hattiesburg is the educational, retail, and medical center for more than a quarter of a million people who live throughout southeastern Mississippi and is home to the University of Southern Mississippi, William Carey College, and Camp Shelby, the largest National Guard training facility in the U.S. Known as the Hub City, Hattiesburg is located within 100 miles of the state capital, Jackson; the Gulf Coast; New Orleans; and Mobile. The growing micropolitan area that includes Hattiesburg, Forrest County, and neighboring Lamar County was designated a Metropolitan Statistical Area in 1994, with a combined population of more than 100,000 residents. During recent years, Hattiesburg has been honored nationally in a number of different ways: * ranked number one in health care and desirability by G. Scott Thomas, author of the Rating Guide to Life in America's Small Cities (1990); * received 1992 City Livability Award for cities with populations under 100,000, awarded by the National Conference of Mayors; * cited for two years as one of the 10 most popular destinations for Americans relocating to small cities, according to the Ryder Relocation Report (1994-95); and * named as Mississippi's first certified retirement community (1995). Continued economic expansion during the past few years has made Hattiesburg one of the most dynamic and fastest growing areas in the southeast. From its economic beginnings in the timber industry of the late 1800s to the prosperous growth of the 1990s, Hattiesburg stands ready to move into the 21st century as a progressive, economically healthy community that nurtures a quality of life second to none. With all its successes, Hattiesburg is divided by the fault lines that plague many cities of similar size, especially in the South - but here, these divisions are often obscured by the area's attractiveness. Differences of race, class, and politics tend to go unresolved and become barriers to addressing important issues and solving community problems. In addition to the divisions typically found in other cities, the greater Hattiesburg area is served by five school districts, each characterized not only by distinct demographics but also by different priorities and leadership. Two of these districts have recently engaged in strategic planning, involving significant numbers of constituents from distinct geographic segments of the community. Opportunities for constituents from all five districts to come together to discuss issues important to education in the entire community have been rare, and they have been related only to specific projects or activities. There has been little discussion about a communitywide vision for public education that can be understood and supported by all stakeholders. The Hattiesburg Area Education Foundation (HAEF), a local education fund that has attempted to serve the educational interests of the community since 1988,(l) recently undertook an evaluation that looked not only at its own organizational effectiveness but also at contextual issues that are part of the educational, social, and demographic climates in which it works.(2) Through interviews with community leaders and focus group discussions with parents, teachers, and employers, the evaluation identified the following issues as barriers to HAEF's work: * A multidistrict environment.
