As a visitor to Cairo later that summer, I vividly recall the public and private scoffing at the Syrian precedent. Today, those raised eyebrows have taken on more ominous overtones as Egyptians have increasingly come to believe that the country is headed towards a dynastic hand-off of its own. Following his return in the mid-1990s from working as an investment banker in London, Gamal Mubarak, the younger of President Hosni Mubarak’s two sons, assumed a much larger public profile. Although he had not previously evinced any interest in participating in politics, he soon began to take on an increasingly prominent role and was later appointed formally to a leadership position in the ruling National Democratic Party (NDP). By 2000, the notion that he was being groomed as his father’s successor could no longer be batted away on the basis of Egypt’s republican tradition and a shared sense of national exceptionalism. Initially, any open discussion of a hereditary succession was a public taboo. As early as May 2000, President Mubarak attempted to squelch speculation about such a possibility during an interview with the Spanish newspaper El Pais, observing that “[we] are not a monarchy, this is the Republic of Egypt and I cannot be compared to other countries in the region, we cannot decide on the succession according to our whims, because it is the constitution that determines it.” The president and his son have continued to deny firmly that any such plans for a hereditary succession exist. In recent days, various senior officials from the NDP have issued a flurry of denials that the party was on the verge of nominating Gamal as their candidate for the 2011 presidential elections. Still, the matter of tawrith, or inheritance, of the presidency has now become a fixture of Egyptian popular discourse. The question of succession is further complicated by the fact that the elder Mubarak has consistently refused to name a vice president, injecting a great deal of uncertainty into the process by leaving the country without a designated successor.
